Abu Dhabi opens doors to cats and dogs at hotels and restaurants
New regulations aim to enhance inclusivity and guest experience
ABU DHABI is becoming more welcoming for pet owners as new regulations now allow hotels and restaurants with tourism licences to admit cats and dogs.
Previously restricted to certified service animals, companion pets can now join their owners in many public venues across the Emirate. It reflects a broader strategy to enhance inclusivity and elevate Abu Dhabi’s standing as a top global destination.
Pet-friendly facilities
Under Administrative Decision 23/2025, venues that opt to admit companion animals must allocate designated areas for them. These include open-air spaces such as patios, balconies, and gardens, as well as suitable indoor or enclosed zones. The facilities must ensure that health and safety standards are maintained for all guests while providing a comfortable environment for animals.
The changes come through amendments to Chairman’s Decision No. (4) of 2018 and Law No. (2) of 2012, which cover public appearance, health, and animal control. The Department of Municipalities and Transport (DMT) confirmed that companion animals are now legally allowed in licensed hotels and restaurants, provided the venues follow the new requirements to balance animal welfare with guest comfort.

Fahad Ali Alshehhi, Acting Executive Director of Municipal Services Operations Support Sector at DMT, noted that the amendments reflect Abu Dhabi’s commitment to inclusivity and world-class hospitality. The city has earned recognition as the most liveable in the MENA region by the Economist Intelligence Unit, and pet-friendly policies further strengthen its appeal to both residents and tourists.
